Amid national policing debate, Baltimore mayoral candidates focus on reform, drug treatment

ANNAPOLIS, Md. - A new report alleges a pattern of police misconduct in West Baltimore. The group No Boundaries Coalition presented the initial findings of their report in Annapolis on Tuesday.They wanted the release their report to coincide with the Senate hearings on a bill to restore accountability to policing.

ANNAPOLIS | State lawmakers are moving to improve protections for residents who believe they have been mistreated by the police, but critics said Tuesday the changes could end up shielding officers from scrutiny in misconduct cases. 

At a time when police behavior is under scrutiny nationally, the critics told the General Assembly it needs to bring more oversight, not less, to rogue officers.

Maryland lawmakers have been holding hearings this afternoon on 27 different bills  to increase police accountability.  Much of the testimony has centered on a bill that is the  product of a work group. It was created by lawmakers after unrest in Baltimore from Freddie Gray's death in police custody. One of the Officers accused in Gray's death is attending today's hearing.

Lawmakers in Annapolis heard hours of testimony Tuesday for and against a comprehensive package of bills aimed at police reform. In the audience was Officer William Porter, one of six officers charged in connection to the death of Freddie Gray.Porter, whose trial ended with a hung jury in December, told reporters he was there to watch democracy in action as some wonder if the Gray case will spur action on police reform.

The bill scheduled for a hearing Tuesday is a product of a workgroup. It was created by lawmakers after unrest in Baltimore from Freddie Gray's death in police custody.
